Rafael Palacio grew up in Caracas, Venezuela, where he got his Bachelor of Arts degree in journalism in 1987. He worked as a business and finance reporter in Venezuela. Also worked for The Associated Press, out of its headquarters in New York.

From 2003 to 2017 Rafael was the editor of the Orlando Sentinel Spanish-Language publication, El Sentinel, including web page and social media channels. Focused on community engagement and immersed in local initiatives, El Sentinel grew to be one of the largest Spanish-Language publications in the US.

Also in Central Florida, Rafael worked with the local office of the national nonprofit Hispanic Federation in areas such as voter registration, civic engagement, immigration advocacy, and health, and acted as the organization spokesperson.
