Energy Affordability in Arizona

Our survey shows that many Arizona residents face a high energy burden while also lacking access to information about how energy prices are regulated.

Key Findings

  • The average winter energy burden in Arizona is 12.66%, more than double the level considered affordable.

  • 56.67% of respondents said they do not understand what’s on their energy bill.

  • 55% of respondents do not know what the Arizona Corporation Commission (ACC) is or that it regulates energy prices.

Arizona Corporate Commission (ACC)

Regulates Arizona’s utilities, securities, and business incorporations. Arizona’s hot climate means families rely heavily on air conditioning, making electricity costs a major part of household expenses. It plays a major role in deciding electricity rates and utility policies that affect millions of residents. When energy burdens are high, families are often forced to choose between paying their energy bills and covering other essential needs.
